Engagement Title: Statement of work, CDRL And Tracking Tool (SCATT)


General Scope: The Assistant Commander for Research and Engineering (AC R&E) of the Marine Corps Systems Command (MCSC) has contracted with MKI Systems to design, develop, maintain, and provide training for an application that assists program teams from across all the MCSC Product Groups in developing a draft Statement of Work (SOW) and Contract Data Requirements Lists (CDRLs). MKI Systems meets this requirement with SCATT. SCATT contains a series of Yes/No questions that cover a wide range of functional areas (Systems Engineering, Logistics, Training, Supply Support, etc.) to develop a draft SOW and CDRL package that the program team can tailor to meet their specific system requirements. SCATT also contains applications to assist with finalizing CDRLs for the Request for Proposal (RFP) and for tracking the deliver of technical data during program execution and to monitor contractor performance.


    Specific Support Elements:
  • Systems Engineering -MKI assisted in the construction of the Systems Engineering portion of SCATT including SOW paragraphs and CDRLs relating to all of the potential systems engineering technical reviews. MKI continually provides support to both AC R&E and individual SCATT users with SOW development guidance from a Systems Engineering perspective.
  • Project Management -MKI provides project officers and program managers with direct support in using SCATT to develop their SOW/CDRL package and in properly tailoring their acquisition documentation.
  • Training Services -MKI is providing training support services to the Marine Corps Systems Command and its support contractors to become proficient in each of the SCATT applications and also in writing SOWs in accordance with MIL-HDBK-245D.
